      <image:caption>U.S. Naval Academy ‘25 Cambridge University ‘26 Tenlea Radack graduated from the U.S. Naval Academy in 2025 with a degree in Pure Mathematics and commissioned as a Surface Warfare Officer. Passionate about addressing what the U.S. Surgeon General has deemed the “Epidemic of Loneliness and Isolation,” she has focused her efforts on understanding and combating this issue with new tools and novel approaches within the military community. To that end, Tenlea joined the UK Tackling Loneliness Hub and collaborated with the Cost of Loneliness project to expand the national conversation on social isolation. As a Trident and Johnson Scholar, she conducted high-level research on Terao's conjecture, an open problem in algebraic combinatorics. She also applied her interest in social intervention globally, volunteering in Romania to build programs connecting local children with Ukrainian refugees. A dedicated member of the Navy Women’s Rowing team for four years, Tenlea is now focused on studying the role of social connection in mental and physical health, aiming to use her research to create programs that enhance community support for military personnel at every stage of their career.</image:caption>

      <image:caption>U.S. Naval Academy ‘24 Harvard University ‘26 Caroline Bilbray-Kohn graduated from the U.S. Naval Academy with the class of 2024 and commissioned as a Submarine officer. Balancing a STEM-focused core curriculum and culture, she has remained steadfast in her passion for the humanities, especially civil-military policy and norms. She focuses her research on civ-mil relations and the intersection between the recruiting crisis and Gen-Z socio-political views. In addition to her research, Caroline has applied her interests practically, having led her undergraduate Sexual Assault Prevention and Response team where she worked to expand inclusivity and care for LGBTQ+ service members. She is from Las Vegas, and in her free time, she enjoys running marathons, reading, and embroidery.</image:caption>

      <image:caption>U.S. Naval Academy ‘23 University College London ‘24 Jeremy Stevens graduated in 2023 as an English (Honors) major at the U.S. Naval Academy, and commissioned as an officer in the U.S. Navy. His research focuses on literary trauma theory and representations of mental illness, specifically focusing on how structural influences can perpetuate the infliction of trauma and psychological injury. He was the Brigade Alcohol and Drug Education Officer, in charge of creating and executing a year-long campaign to educate the Brigade of Midshipmen on alcohol abuse and to create responsible alcohol-use practices. He graduated from University College London, with an MA in Health Humanities. Hailing from Las Cruces, New Mexico, Jeremy is passionate about examining sociocultural influences which affect mental illness, and hopes to enter the suicide prevention field to address the alarming rates of death by suicide within active duty and veteran populations of the U.S. military.</image:caption>

      <image:caption>U.S. Naval Academy ‘22 Yale University ‘24 Caroline Finley graduated from the U.S. Naval Academy in 2022 as a Political Science (Honors) major and German minor. Her research focuses on alliance theory in world order politics, examining the future of the transatlantic partnership in the United States’ grand strategic shift to the Pacific. She was the Midshipman Director of the 2022 Naval Academy Foreign Affairs Conference, themed “Partnership in the 21st Century: Aligning Values and Interests in a Multipolar World.” She currently studies at Yale University's Jackson Institute of Global Affairs in pursuit of a Master of Public Policy in Global Affairs. Hailing from New Orleans, LA, Caroline is passionate about increasing access to education on international issues, and intends to enter the foreign policy sphere to enact change on equality &amp; equity of access to policymaking.</image:caption>

There, he conducted research on the U.S. Department of Defense Cybersecurity Maturity Model Certification process. He then studied at the University of Southampton, researching Sino-Russian-American relations under the strategic triangle framework. As the inaugural Calcagno scholar, he graduated from Cambridge University with an MPhil in Technology Policy, where he researched cybersecurity risk analysis frameworks and models for government agencies’ responses to cyber risks.</image:caption>

      <image:caption>A native of Burke, Virginia, Commander Victoria Moore graduated first in her class from the U.S. Naval Academy in 2008 with a B.S. in Information Technology National Security Affairs and a minor in French. She was also the first woman in U.S. Naval Academy history to be selected as Color Company Commander in 2008. She then studied abroad as a George J. Mitchell Scholar at Dublin City University in Ireland, graduating with an M.A. in Development with First Class Honors in March 2010. She was a Surface Warfare Officer from 2009-2014, serving on the USS GREEN BAY in San Diego, California and the USS MUSTIN (DDG 89), forward-deployed in Yokosuka, Japan. In 2013, she reported to the U.S. Naval Academy to serve as a Political Science Instructor. In July 2014, she was selected as a Foreign Area Officer with a concentration in Africa. CDR Moore was the Chief of the Office of Security Cooperation at the U.S. Embassy in Maputo, Mozambique from 2015 to 2018. She then served as the Security Force Assistance Lead for the N52 Africa Engagement Group at U.S. Naval Forces Africa in Naples, Italy from 2018 until 2021. She currently serves as the Naval Attaché to U.S. Embassy Abuja, Nigeria. She is a certified Sexual Assault Prevention and Response Victim Advocate and speaks French, Portuguese, Spanish, and Italian.</image:caption>

      <image:caption>Paul J. Angelo, Ph.D., assumed his position as Director of the William J. Perry Center for Hemispheric Defense Studies on June 21, 2022, following his selection by the Office of the Secretary of Defense. His previous work at the Council on Foreign Relations (CFR) included roles as the fellow for Latin America studies and as an International Affairs Fellow. There he focused on US-Latin American relations, transnational crime, security assistance, and immigration. A former active-duty naval officer, Angelo has extensive experience in military and government service. During his tenure as an International Affairs Fellow, he also represented the US Department of State at the US Embassy in Tegucigalpa, Honduras, where he managed the ambassador's security and justice portfolio. In the Political Section, he provided technical assistance to the Honduran police reform commission; supported strategy development and agenda-setting for Afro-descendent, indigenous, and LGBTQ+ networks to improve civic engagement; and led policy and legal analysis on violence, crime, and migration trends. His previous service in the Navy included tours in a United Kingdom-based NATO position, on board a destroyer deployed to the Asia-Pacific region, and as an instructor at the US Naval Academy, where he taught Spanish and Latin American politics courses. During his naval career, Angelo deployed to Colombia on three occasions over the course of more than a decade. During his longest mission in Colombia, he served as the US Embassy's principal liaison to the Colombian military and police in the highly conflictive Pacific coast. He was directly responsible for the planning of inter-agency missions focused on improving local governance, rule of law, and security in support of Plan Colombia, and he spearheaded the coordination and implementation of the Embassy’s largest bilateral humanitarian mission in 2011. In 2022, President Biden appointed Dr. Angelo to the US Naval Academy Board of Visitors. Dr. Angelo continues to serve as a Commander in the US Navy Reserve. He is also the author of the book From Peril to Partnership: U.S. Security Assistance and the Bid to Stabilize Colombia and Mexico (Oxford University Press, 2024). Dr. Angelo’s written commentary has appeared in Foreign Affairs, Foreign Policy, The New York Times, The Washington Post, and Miami Herald. Dr. Angelo holds a BS in political science (with honors) from the U.S. Naval Academy, where he was awarded the Harry S. Truman Scholarship, an MPhil in Latin American studies (with distinction) from the University of Oxford, where he studied as a Rhodes Scholar, and a PhD in politics from University College London. In 2022, the Guatemalan government awarded Dr. Angelo the "Monja Blanca" (White Nun Orchid) medal (second class) for meritorious service in support of the Guatemalan people.</image:caption>

      <image:caption>Tobias Keene, D.D.S. Hailing from Richmond, Virginia, Dr. Tobias Keene brings a bit of unabashed Southern hospitality to all his patients. He moved to Washington, D.C. over thirty years ago as a freshman at Ivy College. Right after graduation, he attended World University’s School of Dentistry. Before opening Keene Dental in 1994, he worked for free clinics and some of the finest practices in the District. He is part of the 123 Dental Association and stays up-to-date on the latest dental discoveries. When not striving to keep his patients happy and healthy, he’s enjoys hiking with his family in Rock Creek Park.</image:caption>

      <image:caption>Drew Calcagno is an artificial intelligence researcher and PhD candidate at the University of Cambridge. Previously, he was Principal at Google Research, focusing on product applications of the company’s AI efforts. He’s a former government official and naval officer, having served at the White House, at the Pentagon, and aboard a forward-deployed warship. At those posts, he wrote artificial intelligence policy for the Chief Technology Officer of the United States and managed machine learning programs for the Office of the Undersecretary of Defense for Intelligence. Born in Boston and living in New York City, Calcagno graduated from the University of Oxford as a Rotary Scholar, the University of London - SOAS as a Fulbright Scholar, and the US Naval Academy with distinction.</image:caption>
